Audits of the previous administration (<strong>2022\u20132024<\/strong> period), encompassing the <strong>Local Government<\/strong>, the <strong>DIF Tlalnepantla<\/strong> and the <strong>OPDM<\/strong> (the public agency for water and sanitation services), yielded an initial report confirming liabilities totalling <strong>$6,139,199,753 pesos<\/strong>. These irregularities pertain specifically to the <strong>2022 and 2023 fiscal years<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The breakdown of these anomalies, which exceed six billion pesos, unequivocally reflects the <strong>scale of the alleged embezzlement<\/strong> within the municipal government. The <strong>State of Mexico\u2019s Superior Audit Office (OSFEM)<\/strong> issued <strong>98 observations<\/strong> amounting to <strong>$3,076,110,800 pesos<\/strong>, whilst the <strong>Federal Audit Office (ASF)<\/strong> documented <strong>13 administrative sanctions<\/strong> totalling <strong>$160,940,303 pesos<\/strong>. These initial findings were later substantially reinforced by subsequent internal and external reviews, further exposing the <strong>inherited financial crisis<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mayor P\u00e9rez Cruz<\/strong> further detailed that external auditors verified an additional impact of <strong>$1,231,267,078 pesos<\/strong>, and the <strong>Internal Control Office<\/strong> identified irregularities valued at <strong>$1,670,881,572 pesos<\/strong>. The Mayor highlighted <strong>clear evidence<\/strong> of what he described as \u00ab<strong>reckless and inexplicable expenditure<\/strong>,\u00bb noting invoices that allegedly showed \u201c<strong>a sandwich costing up to three thousand pesos<\/strong>, a bottle of alcohol <strong>ten thousand pesos<\/strong>, and restaurant bills <strong>exceeding fourteen thousand pesos<\/strong>.\u201d He firmly reiterated his government&#8217;s resolve, stating: \u201c<strong>We will not permit this to go unpunished<\/strong>.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-medium\"><img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"211\" src=\"https:\/\/mexiconews.tv\/wp-content\/uploads\/2025\/11\/raci-2-e1762312886814-300x211.jpeg\" alt=\"\" class=\"wp-image-31875\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Given the seriousness of these discoveries, the local authority has immediately initiated the relevant <strong>legal actions<\/strong> to ensure accountability and establish culpability. To date, <strong>fourteen criminal complaints<\/strong> have been formally lodged against <strong>former high-ranking officials<\/strong>, who have subsequently been summoned by the <strong>Public Prosecutor\u2019s Office<\/strong> and the control bodies. The <strong>Mayor<\/strong> provided a stark example from the <strong>2023 fiscal year<\/strong>, where <strong>more than 17.5 million pesos<\/strong> were paid for <strong>unexecuted public works<\/strong>, including water wells in <strong>Pirules<\/strong> and <strong>Santa M\u00f3nica<\/strong>, alongside <strong>over forty public procurement files<\/strong> bearing forged signatures, representing more than <strong>300 million pesos<\/strong> in total.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the \u00ab<strong>serious inherited crisis<\/strong>\u00bb and <strong>\u00abfinancial damage<\/strong>,\u00bb <strong>Mayor Raciel P\u00e9rez Cruz<\/strong> assured citizens that the current administration has successfully maintained <strong>fiscal responsibility<\/strong> to guarantee the continuity of <strong>public works<\/strong> and quality <strong>services<\/strong>. He acknowledged that the investigative process remains <strong>complex and protracted<\/strong> due to the sheer volume of irregularities detected, but stressed that the <strong>commitment is to transparency and justice<\/strong>.
