This <strong>comprehensive reform<\/strong>, mandated by <strong>Governor Delfina G\u00f3mez \u00c1lvarez<\/strong>, focuses on accident prevention through clear rules, proportionate sanctions, and measures promoting secure and inclusive mobility, providing legal certainty to citizens by clarifying current regulations. Among the changes, the <strong>exclusive use of confined lanes and cycle lanes<\/strong> is strictly enforced, with driving, stopping, or manoeuvring in these areas <strong>prohibited<\/strong>, while the ban on driving under the influence of alcohol or drugs is reaffirmed.<\/p>\n\n\n\n<p>One of the most significant modifications targets <strong>motorcyclists<\/strong>, stipulating that only <strong>adults<\/strong> with a <strong>licence issued after passing the theoretical exam<\/strong> and obtaining official certification from the <strong>Secretariat of Mobility<\/strong> may ride, raising road safety standards. The use of a <strong>certified helmet in good condition, valid for no more than five years<\/strong>, is mandatory, and it is strictly prohibited to transport <strong>children or adolescents<\/strong> unable to secure themselves properly. The regulation also establishes that road users must <strong>give way to pedestrians and cyclists<\/strong> and alternate smoothly and courteously at junctions, fostering <strong>mutual respect among all road users<\/strong>.<\/p>\n\n\n\n<p>To ensure fair and transparent penalties, the regulations replace fixed fines with a <strong>progressive scale<\/strong>, applying a <strong>minimum amount<\/strong> for first-time offenders, a <strong>medium range<\/strong> for those with two or three violations, and a <strong>maximum range<\/strong> for repeat offenders with four or more infringements, without exceeding current upper limits. To reinforce legal certainty, only <strong>Traffic Officers<\/strong> are authorised to issue penalties, while <strong>Road Officers<\/strong> oversee compliance. Each notice of infraction must include specific details such as <strong>vehicle registration, issuing authority, reason, and the signature of the officer<\/strong>.<\/p>\n\n\n\n<p>Regarding technology, <strong>\u201csmart fines\u201d<\/strong> will be applied strictly to <strong>confined lanes and cycle lanes<\/strong>, provided that visible signage is present and equipment is properly calibrated, safeguarding the <strong>right to a hearing and defence<\/strong> for the driver.
