#TransformingGovernance<\/strong> #DebtFreeMunicipality<\/strong> —– #Cuautitl\u00e1nIzcalli<\/strong>,\u00a0#StateOfMexico<\/strong>.- The Mayor of Cuautitl\u00e1n Izcalli, Daniel Serrano Palacios<\/strong>, has delivered his Government Report<\/strong> to the constituents, offering a candid<\/em> assessment of the municipality\u2019s fiscal and infrastructural inheritance, coupled with the significant advances made during his tenure. He asserted that the administration had inherited a historic debt across vital sectors\u2014including road network, finances, security and social justice\u2014attributing this debilitated<\/em> state to previous governments. His censure was unsparing, describing a municipality plagued by \u201csimulations\u201d<\/em> and vulnerable to \u201cfictitious powers\u201d<\/em> and \u201cthe deep corruption and illegality of the right\u201d<\/em>. A portrayal both incisive<\/em> and uncompromising<\/em>.<\/p>\n\n\n\n

The administration\u2019s commitment to fiscal rectitude<\/em> was necessitated by the dire financial straits it inherited, including a staggering labour liability of 2.9 billion pesos<\/strong>\u2014reportedly the highest in the country\u2014along with extensive judgments, tax liabilities and accounts payable. Mayor Serrano<\/strong> responded to this quagmire<\/em> by implementing a strict austerity policy, which enabled the restructuring of the administration, generating savings of 13 million pesos<\/strong> in payroll and a 55% reduction<\/strong> in the budget of the Mayor\u2019s Office. A response both pragmatic<\/em> and resolute<\/em>.<\/p>\n\n\n\n

This prudent fiscal management yielded immediate benefits: the savings were reallocated to strengthen police equipment and training, and to augment the budget of the Municipal Institute for Women\u2019s Equality and Emancipation<\/strong>. Crucially, the administration secured the early liquidation of a Banorte bank loan exceeding 71 million pesos<\/strong>, the total settlement of a 166-million-peso tax liability with the SAT<\/strong>, and substantive progress in the sanitisation<\/em> of the public debt, thus unburdening<\/em> the municipal coffers. In a historic move to tackle systemic misconduct, the Mayor underlined the creation of the Municipal Anti-Corruption Agency<\/strong>, the first of its kind in the State of Mexico<\/strong>. Furthermore, the internal police surveillance bodies were significantly reinforced, resulting in the compilation of 120 files<\/strong> regarding alleged irregularities and the dismissal of 48 officers<\/strong> out of 140 elements involved<\/strong>. The Mayor was adamant<\/em>: \u201cIn Izcalli we back the police but we are not going to cover anyone. We will continue to clean and purge the municipal police.\u201d<\/em> A declaration both emphatic<\/em> and unyielding<\/em>.<\/p>\n\n\n\n

Concurrently, to address the severe deterioration<\/em> of the road network, which affected 90% of municipal roads<\/strong>, 234 million pesos<\/strong> were invested in strategic thoroughfares, and a historic patching campaign was undertaken using 39,000 tonnes of asphalt mix<\/strong>. Addressing the two Gender Violence Alerts<\/strong> faced by Izcalli, the Mayor also highlighted the push for a \u201cfeminist city\u201d<\/em> by ensuring gender parity in the municipal cabinet and the appointment of a woman to head the Security Commissariat<\/strong>, alongside prophylactic<\/em> training and the construction of the Avenida Primero de Mayo safe corridor<\/strong>. Measures both progressive<\/em> and pioneering<\/em>.<\/p>\n\n\n\n

Mayor Serrano Palacios<\/strong> assured the public: \u201cMy only pact is with the people\u201d<\/em> and that every decision has been made scrupulously<\/em>, prioritising the interest of the Izcallense people. The path to well-being in Cuautitl\u00e1n Izcalli<\/strong> is now solidly founded on the principles of honesty, justice and fraternity.
