#CommunityResilience<\/strong> #WaterForAll<\/strong> —– #Naucalpan<\/strong>,\u00a0#StateOfMexico<\/strong>.- In his First Results Report<\/strong>, Isaac Montoya M\u00e1rquez<\/strong>, Municipal President of Naucalpan<\/strong>, presented substantive<\/em> and remarkable<\/em> advances in the Transformation of Naucalpan<\/strong>, underscoring the centrality of the Plan H\u00eddrico<\/strong> to guarantee the human right to water across all communities. Before an audience of nearly 10,000 residents, accompanied by Governor Delfina G\u00f3mez \u00c1lvarez<\/strong>, the Mayor<\/strong> declared: \u00abNaucalpan was not governed from Naucalpan; today we govern from Naucalpan, but also from the communities.<\/strong>\u00bb This palpable<\/em> and decisive<\/em> assertion marked a decisive contrast with previous administrations, which he described as \u201cadrift, distant from its people and oblivious to their problems.\u201d<\/p>\n\n\n\n

The Plan H\u00eddrico Municipal<\/strong> is structured around five pillars: water supply, reduction of losses, treatment and reuse of wastewater, environmental education, and institutional strengthening. This systemic<\/em> and cohesive<\/em> framework has enabled the municipality to reinforce its hydraulic infrastructure and withstand heavy rainfall events. Maintenance of treatment plants, tanks, wells, and pumping systems has been intensified, including the modernisation of the Artesanos Well<\/strong> and the Diplom\u00e1ticos<\/strong> and Zomeyucan Tanks<\/strong>, a formidable<\/em> and ambitious<\/em> undertaking that strengthens resilience.<\/p>\n\n\n\n

During the first year of governance, the Programme for Cleaning Watercourses and Ravines<\/strong> was implemented with an investment exceeding 7 million pesos. More than 1,000 tonnes of silt were removed, rehabilitating infrastructure damaged by sanitary failures and sinkholes, benefiting nearly 70,000 inhabitants. This indispensable<\/em> and strategic<\/em> measure prevented flooding and severe impacts, despite one of the rainiest years recorded since 1961, a notorious<\/em> and exceptional<\/em> climatic challenge that tested municipal capacity.<\/p>\n\n\n\n

Among the most significant works were the modernisation of the Pozo Artesanos<\/strong>, the Diplom\u00e1ticos Tank<\/strong>, and the Zomeyucan, Atoto, and Altamira Tanks<\/strong>, alongside the Totolica<\/strong> and Naucalli Treatment Plants<\/strong>. The Mayor<\/strong> also highlighted the expansion of the San Rafael watercourse<\/strong> and the repair of sinkholes such as that in Ahuizotla<\/strong>, which required an investment of more than 2 million pesos. These salutary<\/em> and transformative<\/em> interventions, combined with assiduous<\/em> and rigorous<\/em> maintenance, reflect a government attentive to community demands.<\/p>\n\n\n\n

Actions at the Los Cuartos Dam<\/strong>, carried out jointly with CONAGUA<\/strong>, CAEM<\/strong>, and OCAVM<\/strong>, included the removal of over 500 cubic metres of silt and debris, as well as the demolition of obsolete pedestrian bridges replaced by protective gabion walls. In parallel, a strenuous<\/em> and methodical<\/em> programme of desilting was undertaken, with 18,657 interventions across manholes, drains, and grates, and the cleaning of 143,055 linear metres of the drainage network. These meticulous<\/em> and exemplary<\/em> operations consolidated preventative governance.<\/p>\n\n\n\n

Mayor Isaac Montoya<\/strong> affirmed that the Transformation of Naucalpan<\/strong> is anchored in sustainable<\/em> and equitable<\/em> access to water and improved quality of life. His visionary<\/em> and resolute<\/em> leadership demonstrates that resilience and community engagement are the cornerstones of municipal progress, ensuring a future of dignity and opportunity for all residents.<\/p>\n\n\n\n
