UN Committee on Enforced Disappearances issues its comments on constructive dialogue / @aliciabarcena @SRE_mx >>>

#SRE.- Last September 29, 2023, the Committee published its concluding observations on the supplementary information submitted by Mexico under Article 29, paragraph 4, of the Convention.

In this regard, the Committee acknowledged Mexico’s cooperation in carrying out the constructive dialogue and welcomed the efforts made by several actors since it published the report of its visit to our country in November 2021.

The document includes a very important number of references to progress; among which stand out: (i) the Special Declaration of Absence due to Disappearance, (ii) the National Forensic Data Bank, (iii) the National Program for the Search of Disappeared and Unlocated Persons, (iv) the significant increase in the budget and personnel assigned to the National Search Commission, (vi) the Homologated Investigation Protocol and the existence of specialized prosecutors’ offices or investigation units on disappearance in all the federal entities, (vii) the jurisprudential criteria of the Supreme Court of Justice of the Nation that recognize the right of missing persons to be searched for.

Regarding the process of improving the information in the National Registry of Missing and Unaccounted for Persons, it is clarified that this is carried out in coordination with the National Search Commission, the local commissions and the prosecutors’ offices, who directly accompany the process of verifying the registry. In this process, different institutions accompany the process in the understanding that all authorities are auxiliary in the search for persons. The actions aimed at verification are carried out in accordance with the Homologated Search Protocol.

During the dialogue with the Committee, it was informed that the Ministry of the Interior has implemented a system of attention to urgent actions that is not only limited to the request for information, but also includes working groups with family members, public prosecutors, search commissions (local and national), and commissions for the attention of victims. In some cases, protection mechanisms and human rights commissions are included to jointly establish the different courses of action. Additionally, search and investigation plans are defined.
