#FederalGovernment, #Mexico.- Mexican President Claudia Sheinbaum Pardo announced that this Monday, September 29, a proposal to reform the National Water Law and the issuance of a General Water Law will be sent to Congress, with the goal of eliminating this national resource from being viewed as a commodity.
“It’s about establishing order and stopping viewing water as a commodity, when it’s a scarce resource in most of the country. It’s about ensuring that the State truly regulates water concessions, and that there is no transfer between private individuals. That is perhaps the most important of the amendments to the law. And the other is the sanctions for those who are stealing water or who fail to report changes in water use in the concessions they hold. So, those two are very important, and both will be submitted on Monday: there’s a General Law that must be submitted, and the other is the National Water Law, which would have this very important amendment,” he explained at the morning press conference, “Las mañaneras del pueblo” (The People’s Morning Conferences).
He explained that the General Water Law seeks to clarify the powers of the federation, states, municipalities, and concessionaires, while the National Water Law remains in place, eliminating the transfer of concessions between private parties and emphasizing that the State regulates water concessions, as established by the Constitution.
The Director General of the National Water Commission (Conagua), Efraín Morales López, explained that the reform to the National Water Law and the issuance of the General Law are part of the Water Concession Regulation Program, which includes actions such as: review of concession titles; an Inspection Program; a new National Registry of Water for Well-being (RENAB); the creation of a One-Stop Shop; the publication this month of the Decree on Facilities for the regularization of expired titles; and the National Agreement for the Human Right to Water and Sustainability with the participation of businessmen, academics, scientists, governors and governors with which more than 4,475 million cubic meters (m3) have been privatized.
