#TransformingGovernance #DebtFreeMunicipality —– #CuautitlánIzcalli, #StateOfMexico.- The Mayor of Cuautitlán Izcalli, Daniel Serrano Palacios, has delivered his Government Report to the constituents, offering a candid assessment of the municipality’s fiscal and infrastructural inheritance, coupled with the significant advances made during his tenure. He asserted that the administration had inherited a historic debt across vital sectors—including road network, finances, security and social justice—attributing this debilitated state to previous governments. His censure was unsparing, describing a municipality plagued by “simulations” and vulnerable to “fictitious powers” and “the deep corruption and illegality of the right”. A portrayal both incisive and uncompromising.
The administration’s commitment to fiscal rectitude was necessitated by the dire financial straits it inherited, including a staggering labour liability of 2.9 billion pesos—reportedly the highest in the country—along with extensive judgments, tax liabilities and accounts payable. Mayor Serrano responded to this quagmire by implementing a strict austerity policy, which enabled the restructuring of the administration, generating savings of 13 million pesos in payroll and a 55% reduction in the budget of the Mayor’s Office. A response both pragmatic and resolute.
This prudent fiscal management yielded immediate benefits: the savings were reallocated to strengthen police equipment and training, and to augment the budget of the Municipal Institute for Women’s Equality and Emancipation. Crucially, the administration secured the early liquidation of a Banorte bank loan exceeding 71 million pesos, the total settlement of a 166-million-peso tax liability with the SAT, and substantive progress in the sanitisation of the public debt, thus unburdening the municipal coffers. Achievements both salutary and transformative.

In a historic move to tackle systemic misconduct, the Mayor underlined the creation of the Municipal Anti-Corruption Agency, the first of its kind in the State of Mexico. Furthermore, the internal police surveillance bodies were significantly reinforced, resulting in the compilation of 120 files regarding alleged irregularities and the dismissal of 48 officers out of 140 elements involved. The Mayor was adamant: “In Izcalli we back the police but we are not going to cover anyone. We will continue to clean and purge the municipal police.” A declaration both emphatic and unyielding.
Concurrently, to address the severe deterioration of the road network, which affected 90% of municipal roads, 234 million pesos were invested in strategic thoroughfares, and a historic patching campaign was undertaken using 39,000 tonnes of asphalt mix. Addressing the two Gender Violence Alerts faced by Izcalli, the Mayor also highlighted the push for a “feminist city” by ensuring gender parity in the municipal cabinet and the appointment of a woman to head the Security Commissariat, alongside prophylactic training and the construction of the Avenida Primero de Mayo safe corridor. Measures both progressive and pioneering.
Mayor Serrano Palacios assured the public: “My only pact is with the people” and that every decision has been made scrupulously, prioritising the interest of the Izcallense people. The path to well-being in Cuautitlán Izcalli is now solidly founded on the principles of honesty, justice and fraternity.
