#IMSS.- The registration of the Mexican Social Security Institute (IMSS) to the National Archives Registry, the updating of its documentary catalog, the digitalization of more than 40,000 documents for free and open access, are examples of the administrative transformation carried out during the administration of the General Director, Zoé Robledo.

During the forum «Six years after the publication of the General Archives Law: challenges and realities of institutional archive systems, Jorge Marengo Camacho, assistant technical secretary of the Presidential Commission for the Commemoration of Historical Events, Processes and Personalities of Mexico, stated that the act of preserving, caring for and ordering memory is revolutionary.

On behalf of the Director General of Social Security, Marengo Camacho emphasized that also, in an effort to purge the archives, with the administrative transformation, the Interdisciplinary Group of the IMSS Archives has removed, after 20 working sessions, more than 94,300 boxes, equivalent to 2,12 thousand tons.

For his part, the Director General of the General Archive of the Nation, Carlos Enrique Ruiz Abreu, pointed out that the General Archives Law is an avant-garde legal framework in archival matters and the most complete in the Ibero-American region. It is a widely consulted reference for updating archival legislation in the region. In Mexico, it represents an important advance in the regulation of document and archive management at the national level, establishing principles and bases for a homogeneous treatment of the archives by the obligated subjects.

He indicated that its importance lies, firstly, in the fact that it defines principles, rights and obligations in relation to archives. Secondly, it establishes a National Archives System that requires the coordination and regulation of all authorities at the three levels and the three branches of government. Finally, it implements standardized document management instruments.

He referred that despite its important successes and after five years of its entry into force, reforms are required to address deficiencies and challenges in its implementation such as: Sanction and enforceability mechanisms in compliance with the law could be more robust.
