#GobiernoDeMéxico.- President Claudia Sheinbaum Pardo announced that this Monday, April 21, she will submit to Congress the new National Law to Eliminate Bureaucratic Procedures and Corruption, which aims to simplify, digitize, and standardize federal, state, and municipal procedures. Additionally, as part of Plan Mexico, the National Digital Investment Window is being created.
“The goal is to reduce paperwork for people, so that every time we carry out a transaction as an individual with a municipal, state, or federal government, it should be done digitally as much as possible, so that it can be done remotely, and so that when we go to a window, they don’t tell us: ‘You missed this transaction, you missed this document’ (…) We need to reduce paperwork so that people aren’t affected. And in the case of business investments, we need to facilitate investment, complying with everything that must be met, particularly regarding environmental impacts, whether water is available locally, everything they require, but ensuring that everything is in one place,” he explained during the morning press conference: “The People’s Morning Conferences.”
The head of the Digital Transformation and Telecommunications Agency, José Antonio Peña Merino, explained that the new National Law to Eliminate Bureaucratic Procedures and Corruption, which facilitates digital transformation throughout the country, is based on the reform of Article 73 of the Political Constitution and establishes a National Simplification and Digitalization Model that considers a single authority in this area; a single catalog of procedures; a National Citizen Service System; the use of Llave MX (MX Key); and a digital file; as well as the development of technological capabilities across all three levels of government.
For the implementation of this law nationwide, the creation of a National Public Technology Center is contemplated, which integrates a public code repository and a Technology School, which provides training in three areas: programming, telematics, and the public cloud. To date, it has trained 1,300 public servants from 20 entities and more than 50 authorities, of whom almost 400 have already completed the first course and almost 200 are about to be certified. Likewise, technical and regulatory support will be provided to state and municipal authorities by the Digital Transformation and Telecommunications Agency.
