#Naucalpan, #StateOfMexico.- The Naucalpan Municipal Government, led by Mayor Isaac Montoya Márquez, has formally entered into a Coordination Agreement with the Administrative Verification Institute of the State of Mexico (INVEAMEX). This crucial accord reaffirms the administration’s firm commitment to establishing a framework of legality and order for all economic, commercial, and urban activities within the municipality. The primary goal is to ensure that «businesses, shops, and entrepreneurs grow in a legal environment where the rules are clear and the application of the law is just and impartial,» because, as the Mayor stressed, «legality is also another essential form of social justice.»
Mayor Isaac Montoya Márquez further emphasised that order and clarity are fundamental pillars for building trust and security for investment, which in turn fuels competitive local economic growth. The agreement also includes the training and certification of municipal public servants in verification matters, employing advanced technological tools such as registration on the state system and credentials featuring a QR code. This measure guarantees complete transparency in every procedure, allowing citizens to know «who is verifying, why they are doing it, and under what legal basis.»

The signing of this momentous agreement took place in the Salón Presidentes of the Municipal Palace, attended by the Head of the General Directorate of INVEAMEX, Catalina Yasmín Juárez Medrán, alongside the Mayors of Isidro Fabela, Carolina Flores Campos, and Xonacatlán, Joaquín Ruiz Esquivel. Montoya Márquez highlighted his government’s steadfast decision to build a verification model that is «modern, professional, and humane» before the audience. This model will consistently prioritise prevention over sanction, dialogue over imposition, and guidance as the main mechanism to prevent any form of corruption.
Mayor Isaac Montoya Márquez pointed out that this type of agreement aligns perfectly with the humanist spirit and vision of the governments led by Teacher Delfina Gómez Álvarez, Governor of the State of Mexico, and Doctor Claudia Sheinbaum Pardo, President of the Republic. The Head of INVEAMEX concurred that the signing marks a firm step towards a more orderly and transparent management, aimed at generating legal certainty and fostering sustainable development for the entire community.
