In Edomex, Tlalnepantla Government Uncovers Multi-Billion-Peso Irregularities in Previous Administration / @RacielPerezC_ @Gob_Tlalne >>
#Tlalnepantla, #StateOfMexico.-A press conference led by Mayor Raciel Pérez Cruz has disclosed a severe financial detriment impacting the public purse and assets of Tlalnepantla residents. Audits of the previous administration (2022–2024 period), encompassing the Local Government, the DIF Tlalnepantla and the OPDM (the public agency for water and sanitation services), yielded an initial report confirming liabilities totalling $6,139,199,753 pesos. These irregularities pertain specifically to the 2022 and 2023 fiscal years.
The breakdown of these anomalies, which exceed six billion pesos, unequivocally reflects the scale of the alleged embezzlement within the municipal government. The State of Mexico’s Superior Audit Office (OSFEM) issued 98 observations amounting to $3,076,110,800 pesos, whilst the Federal Audit Office (ASF) documented 13 administrative sanctions totalling $160,940,303 pesos. These initial findings were later substantially reinforced by subsequent internal and external reviews, further exposing the inherited financial crisis.
Mayor Pérez Cruz further detailed that external auditors verified an additional impact of $1,231,267,078 pesos, and the Internal Control Office identified irregularities valued at $1,670,881,572 pesos. The Mayor highlighted clear evidence of what he described as «reckless and inexplicable expenditure,» noting invoices that allegedly showed “a sandwich costing up to three thousand pesos, a bottle of alcohol ten thousand pesos, and restaurant bills exceeding fourteen thousand pesos.” He firmly reiterated his government’s resolve, stating: “We will not permit this to go unpunished.”

Given the seriousness of these discoveries, the local authority has immediately initiated the relevant legal actions to ensure accountability and establish culpability. To date, fourteen criminal complaints have been formally lodged against former high-ranking officials, who have subsequently been summoned by the Public Prosecutor’s Office and the control bodies. The Mayor provided a stark example from the 2023 fiscal year, where more than 17.5 million pesos were paid for unexecuted public works, including water wells in Pirules and Santa Mónica, alongside over forty public procurement files bearing forged signatures, representing more than 300 million pesos in total.
Despite the «serious inherited crisis» and «financial damage,» Mayor Raciel Pérez Cruz assured citizens that the current administration has successfully maintained fiscal responsibility to guarantee the continuity of public works and quality services. He acknowledged that the investigative process remains complex and protracted due to the sheer volume of irregularities detected, but stressed that the commitment is to transparency and justice. Concluding his statement, he affirmed that, had it not been for this significant challenge, the “progress in Tlalnepantla would be even more significant.”más significativo”, reafirmando la dedicación a restablecer la salud financiera del municipio.
