#StateOfMéxico, #Mexico.- The Government of the State of Mexico has updated the Traffic Regulations to introduce new and stringent provisions under the principle of “safety first”, aiming to prevent accidents, save lives, protect children, and ensure safer, more orderly mobility across the state. This comprehensive reform, mandated by Governor Delfina Gómez Álvarez, focuses on accident prevention through clear rules, proportionate sanctions, and measures promoting secure and inclusive mobility, providing legal certainty to citizens by clarifying current regulations. Among the changes, the exclusive use of confined lanes and cycle lanes is strictly enforced, with driving, stopping, or manoeuvring in these areas prohibited, while the ban on driving under the influence of alcohol or drugs is reaffirmed.
One of the most significant modifications targets motorcyclists, stipulating that only adults with a licence issued after passing the theoretical exam and obtaining official certification from the Secretariat of Mobility may ride, raising road safety standards. The use of a certified helmet in good condition, valid for no more than five years, is mandatory, and it is strictly prohibited to transport children or adolescents unable to secure themselves properly. The regulation also establishes that road users must give way to pedestrians and cyclists and alternate smoothly and courteously at junctions, fostering mutual respect among all road users.
To ensure fair and transparent penalties, the regulations replace fixed fines with a progressive scale, applying a minimum amount for first-time offenders, a medium range for those with two or three violations, and a maximum range for repeat offenders with four or more infringements, without exceeding current upper limits. To reinforce legal certainty, only Traffic Officers are authorised to issue penalties, while Road Officers oversee compliance. Each notice of infraction must include specific details such as vehicle registration, issuing authority, reason, and the signature of the officer.
Regarding technology, “smart fines” will be applied strictly to confined lanes and cycle lanes, provided that visible signage is present and equipment is properly calibrated, safeguarding the right to a hearing and defence for the driver. A measure with significant social impact ensures that a portion of funds collected from fines for lane violations will be directly invested in pedestrian and cycling infrastructure, linking enforcement to tangible community benefits and strengthening the virtuous cycle of safe mobility in the State of Mexico.
