#Tlalnepantla, #StateOfMexico.- The commitment of Tlalnepantla’s local administration to urban ecology has been formally recognised at the highest level, with Municipal President Raciel Pérez Cruz receiving the prestigious Environmental Merit Award 2025. The accolade celebrates the municipality’s daily efforts to preserve and conserve its green spaces. This honour validates the administration’s vision for sustainable urban development, focusing on public policy initiatives that directly enhance the local environment and the well-being of its inhabitants.
The distinguished award, presented with an Honourable Mention in the Local Authorities category, was conferred upon the Mayor by Alhely Rubio Arronis, State Secretary of the Environment and Sustainable Development. The ceremony was held at the emblematic Cosmovitral Jardín Botánico in Toluca, State of Mexico. The recognition specifically highlights the successful implementation of the public policy known as the «Operativo Colibrí» (Hummingbird Operation).
Driven by the General Directorate of Environmental Sustainability, the «Operativo Colibrí» aims for the ecological transformation of parks, gardens, and green areas through a significant reorganisation and modernisation of public services. This required the restructuring of 15 operational crews, incorporating a total of 186 public servants. Furthermore, the vehicle fleet and heavy machinery capacity were increased by 66%, enabling staff to offer 18 specialised services across morning and afternoon shifts.

During the first year of the current administration, a total of 63 «Operativo Colibrí» deployments were executed—38 in the Western sector and 25 in the Eastern. These efforts have successfully transformed 83 parks, gardens, and medians that were previously in a state of disrepair. Consequently, the programme now effectively guarantees citizens’ access to the «human right to a healthy environment».
The transformation of these community areas is intended to provide residents with dignified, safer places for sport, culture, and art, thereby «elevating their quality of life». Ultimately, this strategy seeks to foster citizen ownership of these public spaces, promoting the «reconstruction of the social fabric and reconnection with nature» while ensuring biodiversity conservation.
