This ambitious initiative represents a 3.5 billion peso investment aimed at guaranteeing that every citizen, regardless of their employment status, holds a singular key to the country’s vast public healthcare infrastructure. By integrating the IMSS, ISSSTE, and IMSS Bienestar under one digital umbrella, the administration seeks to eliminate bureaucratic barriers and solidify health as an inalienable human right.

The operational phase, as detailed by Ariadna Montiel Reyes, will deploy over 14,000 public servants across thousands of registration modules to capture essential biometrics and documentation. This massive logistical undertaking is designed to reach all 32 states, prioritizing federalized regions to ensure a seamless transition into the new digital era. Through this decentralized strategy, the government aims to register the entire population by the conclusion of December 2026.

Undersecretary Eduardo Clark García Dobarganes confirmed that the physical and digital credentials will feature advanced QR codes linked to a comprehensive, protected medical database. This technological integration allows doctors to access real-time clinical histories, prescriptions, and test results, facilitating a more agile exchange of services between institutions. For the patient, this means immediate identification of their assigned clinic and the ability to manage appointments via the App MX.

“Our objective is that all Mexican men and women remain credentialed,” emphasized the Head of the Federal Executive during the morning briefing. This transformation not only modernizes the medical record system but also empowers citizens with a portable health identity that transcends traditional institutional divides. It marks a definitive step toward a more equitable and efficient public health system for the coming generations.
