(#PublicSafety #ProtectionWithRespect) *** #CuautitlánIzcalli, #StateOfMexico.- The Comisaría General de Seguridad Ciudadana de Cuautitlán Izcalli clarified that the presence of the Policía Municipal in the Arcos del Alba neighborhood responded solely to the enforcement of a protective measure ordered by the Fiscalía Especializada en Desaparición Forzada, and not to an operation or a domiciliary search. The officers attended the housing complex to carry out a scheduled follow‑up visit intended to safeguard the integrity of the person under protection. The authority emphasized that there was no attempt to enter the apartment or to tamper with personal belongings, and that the action was limited to documenting compliance with the ministerial instruction.

The municipal authority specified that the measure requires periodic visits, the preparation of a bitácora recording the date and time of each action, and the collection of the beneficiaries’ signatures as proof of compliance. The images captured by the officers form part of the official record of the visit and are intended to document the performance of the duty, not to conduct inspections or infringe on residents’ privacy. The Comisaría stressed that all procedures were carried out in accordance with the Fiscalía’s directives and with full respect for human rights.

The incident on the evening of 14 August was described by the department as a routine procedure: two officers presented themselves at the indicated address, knocked repeatedly to locate the protected person and, upon receiving no response, recorded the visit in the bitácora and withdrew. The Comisaría reiterated its commitment to executing these measures with responsibility and transparency while maintaining communication with the ministerial authority in charge of the investigation. It also reiterated that the primary purpose is to protect the person covered by the measure, not to perform investigative acts reserved for the Fiscalía.

At the institutional level, the Fiscalía General de Justicia del Estado de México has strengthened the implementation of protection protocols for victims and persons at risk, and in municipalities such as Cuautitlán Izcalli mechanisms of coordination between local and ministerial authorities have been reinforced to ensure the follow‑up of such measures. These efforts aim to consolidate verifiable records of visits, improve the traceability of diligences and provide continuous accompaniment to those receiving protection.
