#Toluca, #Edoméx.- In the framework of the 108th anniversary of the Constitution of 1917, the city council of Toluca presented the update of the Bando Municipal 2025 to be published this February 5, which introduces regulatory changes with a progressive approach, human rights, sustainability and inclusion.
According to the municipal president of Toluca, Ricardo Moreno Bastida, the new Bando is composed of 16 titles and 137 articles.
Its structure was reorganized and systematized by subject matter to facilitate its application, while the procedures are referred to the Regulatory Code, in addition to the modernization and homologation of various regulations to make this document in accordance with the needs of the 21st century.
Guiding principles and fundamental rights
Mayor Moreno emphasized that the updating of the Bando is based on five fundamental axes: dignity, freedom, austerity, equality and solidarity.
Based on these principles, the regulatory content was expanded with the incorporation of a bill of rights that recognizes guarantees such as the free development of personality, the right to protest, historical memory, the family and the protection of children and adolescents.
It also establishes the prohibition of all forms of discrimination and recognizes the right to sexual diversity, as well as the recognition of social programs.
In terms of gender equity and the rights of indigenous peoples, specific chapters are created on the rights of women and indigenous communities, as well as on participatory democracy and open government.
“This Bando represents a significant advance because it guarantees fundamental rights for all, we recognize the right to the city, the right to diversity and non-discrimination, because Toluca must be an inclusive and progressive city, where the dignity of people is the basis of our government,” he said.
