#InnovativeGovernance #GreenUrbanRevolution —– In a year marked by resilience and transcendence, the Government of Tlalnepantla under the leadership of Raciel Pérez Cruz has garnered a series of prestigious awards and honourable distinctions at both federal and state levels. These accolades, received within the first eleven months of his administration, underscore the municipality’s commitment to “innovation, impact and integrity” in public service. The recognition illuminates the transformation of Tlalnepantla into a city aspiring to inclusivity, transparency and sustainable development. With each distinction, the administration consolidates its reputation as a model of ethical governance and civic responsibility, reinforcing its meticulous and visionary approach.
The Sistema Anticorrupción del Estado de México y Municipios (SAEMM) conferred upon Tlalnepantla the “Distintivo Anticorrupción 2025” in the category of Municipal Public Sector. This award, part of the second edition of the contest, celebrates probity and rectitude in areas such as accountability, ethics and citizen participation. Pérez Cruz emphasised that from the outset, the fight against corruption has been direct and uncompromising, a stance now validated by state representatives who acknowledged the municipality’s progress in eradicating malpractice.
Equally significant was the Premio al Mérito Ambiental, delivered by Alhely Rubio Arronis, Secretary of Environment and Sustainable Development. The distinction honoured the “Operativo Colibrí”, a programme designed to revitalise municipal green spaces. Through the restructuring of operational brigades and the augmentation of resources, the initiative succeeded in transforming 83 parks, gardens and boulevards, thereby guaranteeing the fundamental right to a healthy environment. This achievement reflects the administration’s determination to integrate ecological stewardship into its broader governance agenda, demonstrating both strategic and sustainable planning.

The municipality also attained recognition in the federal programme “Guía Consultiva de Desempeño Municipal 2025–2027”, achieving a compliance rate of 91.3 per cent. This distinction positions Tlalnepantla first at the state level and eighth nationally, a testament to its institutional strength and administrative efficiency. Pérez Cruz described the programme as a practical tool for identifying areas of improvement and promoting best practices in organisation, finance and social development, reinforcing the municipality’s trajectory towards excellence and institutional rigour.
Further acclaim was secured during the panel “Casos de Éxito en Transformación Digital Municipal: Experiencias de Vanguardia”, where the Plataforma Tlalnepantla was recognised as a pioneering technological ecosystem. Integrating services from Treasury, Citizen Attention, Cadastre and Public Security, the platform eliminates barriers of access and enhances interdepartmental collaboration. Its sophisticated architecture and unified design have delivered tangible benefits, including operational efficiency, reinforced transparency and intelligent territorial management, reflecting an innovative and cohesive municipal strategy.

In addition, the DIF-Tlalnepantla achieved first and second place in the IAPEM awards for municipal management, with projects dedicated to women’s empowerment and mental health. Two honourable mentions further acknowledged initiatives in technological innovation and fiscal monitoring. These distinctions reaffirm the municipality’s visionary approach and progressive policies, consolidating its role as a benchmark in public administration through transformative and exemplary leadership.
Tlalnepantla’s remarkable achievements under Raciel Pérez Cruz exemplify a resolute and visionary commitment to ethical, innovative governance. These distinctions reaffirm the municipality as a beacon of excellence, inspiring confidence and civic pride.
