#IMSSBienestar #HealthForAllMx —- #Toluca, #StateOfMexico. In a landmark act for the social fabric of the State of Mexico’s capital, the Mayor, Ricardo Moreno, together with the Head of the State Coordination of IMSS Bienestar, Natán Enríquez Ríos, today formalised the signing of an unprecedented collaboration agreement. This initiative is designed to ensure that more than four hundred thousand people without social security can gain free and timely access to quality medical services. The joint effort, announced during the press conference La Toluqueña, seeks to dismantle historic barriers and make the fundamental human right to health a reality, in line with the vision promoted by the President of the Republic, Claudia Sheinbaum Pardo.

Mayor Ricardo Moreno emphasised that this agreement addresses the urgent need to remove obstacles such as recovery fees or socio-economic studies, which previously hindered access to healthcare for the most vulnerable sectors. Through this inter-institutional pact, concrete measures are established to guarantee full and unrestricted access to IMSS Bienestar’s infrastructure and services, ensuring that dignity remains the guiding principle of care.

As a key part of the strategy, the Municipal DIF will be responsible for accompanying the affiliation process in Toluca, making use of its extensive territorial presence through mobile campaigns and preventive health activities. It was also announced that accessible and sufficient registration modules will be installed both at the System’s central offices and in each IMSS Bienestar medical unit, reinforcing this vital task for the population.

For his part, Natán Enríquez Ríos praised the capital’s initiative, highlighting that Toluca is the first municipality in the state to work jointly to guarantee dignified and efficient care for the unprotected population. He stressed that affiliation is an essential process for the proper planning and distribution of healthcare resources. However, he clarified that with the implementation of the agreement, anyone may be treated at the units “even if they have not yet completed their registration”, thereby turning the right to health into an immediate reality.

Finally, Mayor Ricardo Moreno reaffirmed his commitment to the citizens, underlining that his administration works in coordination with the federal and state governments to ensure that no one is left without the medical protection they need. In this way, Toluca consolidates itself as a humane capital that places the wellbeing of its people at the heart of its governance, closing the gap of inequality in healthcare.

The agreement not only provides medical certainty to more than 400,000 residents of Toluca, but also sets a precedent of exemplary collaboration at the state level.
